Department Summary: Flexible Housing Subsidy Pool (FHSP)
The FHSP is a vital rental subsidy program managed by Brilliant Corners in collaboration with the Los Angeles County Department of Health Services (DHS) and other partners. Its goal is to secure quality affordable housing for extremely vulnerable Angelenos. Brilliant Corners serves as the central coordinating community-based partner, identifying units, providing move-in assistance, disbursing subsidies, coordinating with case managers, and managing neighborhood relations.
Position Summary
As an FHSP Program Supervisor, you will work closely with FHSP leadership to achieve ambitious housing goals for thousands of homeless Angelenos. You will manage a team of Housing Coordinators and/or Senior Housing Coordinators responsible for housing placement and retention services. This role involves supporting participants in various housing settings (scattered-site, project-based, residential facilities) and with different subsidy types (local or federal vouchers). You will oversee staff onboarding, ensure consistent policy implementation, cultivate team talent, and maintain strong communication with DHS staff, funders, and ICMS providers to ensure coordinated, Housing First-aligned tenant care. The Program Supervisor will also guide their team in creative problem-solving to prevent evictions and housing-related issues.
Position Responsibilities
Supervision
- Hire, train, and mentor approximately 8 direct reports in consultation with the Program Manager and Human Resources.
- Represent the program and organization to external partners and the community.
- Conduct staff meetings to discuss program issues, provide global insight, and motivate the team.
- Coordinate training for new staff.
- Collaborate with management to assess and identify areas for improvement and solutions.
- Coordinate frequently with other internal stakeholders.
Tenant Services
- Provide advisement and direction on all tenant issues using a client-centered approach.
- Serve as a liaison with Intensive Case Management Services (ICMS).
- Ensure high standards of tenant service quality.
- Foster positive tenant experiences within the program.
- Promote positive landlord-tenant relations to enhance retention; conduct home visits and perform inspections as needed.
- Facilitate data collection, file audits, and periodic reports.
- Assist program participants, case managers, and property providers in navigating the public housing agency (PHA) system, if applicable.
Compliance
- Monitor compliance with government and funder rules and regulations.
- Ensure complete and accurate documentation of all regulatory requirements.
- Stay abreast of and comply with all state tenant/landlord laws.
Other Duties
- Perform other duties as assigned by the Program Manager or directors.
Professional Experience
- Minimum of two (2) years of supervisory experience.
- Willingness to travel and conduct multiple site visits.
- At least one year of proven experience working with homeless or other extremely vulnerable individuals in a housing or similar program.
- Experience working in a crisis setting is a plus, with the ability to respond appropriately in emergencies.
