Job Summary

Aretum is looking for a Capital Planning Investment Control Business Analyst - Lead. This role focuses on CPIC and Portfolio Management support activities, including overseeing Capital Planning Analysts and Subject Matter Experts (SMEs). Due to the nature of their work with federal agencies, employees may handle Controlled Unclassified Information (CUI) and must adhere to strict safeguarding and compliance requirements.

This position requires Public Trust Eligibility and is contingent upon the successful award of the associated contract to Aretum and completion of any required background investigation or security clearance verification.

Responsibilities

  • Serve as the primary interface with federal Capital Planning leadership.
  • Oversee the development, maintenance, and quality assurance of Business Cases (OMB300 equivalents), EVM reports, AAR submissions, and provide Investment Manager support.
  • Ensure alignment with OMB guidance, IT governance processes, and Investment lifecycle activities.
  • Manage Strategic Planning, Budget Formulation, Spend Planning, and Investment baselines.

Requirements

  • 8+ years of experience in Capital Planning Investment Control (CPIC).
  • Bachelor’s degree (or 4 years of additional relevant experience in lieu of a degree).
  • Strong knowledge of OMB A-11 guidance.
  • Proven experience mentoring analysts and leading preparations for gate reviews.
  • Ability to understand government customer needs, set priorities, and direct teams effectively.
  • Capability to determine courses of action to resolve Capital Planning issues within fast-paced, high-visibility client organizations.
  • Familiarity with Federal Business Case (FBC) structures and portfolio data call requirements.

Travel Requirements

This is a remote position; however, occasional travel (less than 10%) may be required for project needs, client meetings, team collaboration, or training. Travel will be communicated in advance.
