Senior Consultant, CAPPS Program (Remote)

About the Role:

This remote position involves providing highly advanced, senior-level consultative services and technical assistance for the CAPPS Program. You will be instrumental in defining and evolving the CAPPS Program's long-term strategy, ensuring alignment with State of Texas goals and technical realities. This role requires translating high-level business objectives into technical product roadmaps, prioritizing features based on value, feasibility, and capacity, and partnering closely with our Managed Services vendor to shape architecture and ensure high-quality implementation.

Responsibilities:

  • Program Vision & Strategy: Define and evolve the CAPPS Program's long-term strategy, product roadmaps, and feature prioritization.
  • Technical Leadership: Partner with Managed Services vendor on architecture, technical trade-offs, and implementation quality. Understand system design, APIs, data flows, and platform constraints to make informed decisions.
  • Risk Management: Identify technical risks, dependencies, and scalability considerations early. Work with the Managed Services vendor to identify architectural risks.
  • Cross-Functional Collaboration: Serve as the bridging voice between business needs and technical execution. Work with functional analysts, solution architects, developers, security teams, and business stakeholders for a cohesive approach.
  • Architecture & Standards: Provide architectural leadership for digital transformation, cloud migrations, and modernization. Ensure adherence to guidelines for solution designs, integration patterns, security, cloud usage, and technical best practices. Review proposed solutions for enterprise ecosystem fit.
  • Accessibility: Ensure all digital products and content meet WCAG 2.1 accessibility standards.
  • Contract Management Oversight: Assist with IT control audits, contract data security, user permissions, audit trails, and compliance. Perform technical reviews of contract templates and workflows. Identify and optimize contract processes with Fiscal Management.
  • Technical Oversight: Support SLAs, system monitoring, environment analysis, hardware/software evaluation, network troubleshooting, migration paths, coding standards, security standards, and change management.
  • Documentation: Maintain documentation related to architecture, configuration, integrations, and change management.
  • Procurement Support: Act as a technical advisor during IT procurement cycles, including research, planning, drafting, and evaluation.
  • Specialty Skill Sets: Serve as a subject matter expert for user role Segregation of Duties (SOD) and Delegated Administration for Texas Digital Identity Services (TDIS). Implement, support, and maintain PathLock products (UAR, SSO, Data Masking, A360).

Minimum Requirements:

  • 12 years of extensive Texas public sector experience.
  • 12 years of extensive experience performing technical activities in support of CPA application systems.
  • 12 years of experience creating and managing a strategic roadmap.
  • 10 years of experience preparing executive-level presentations.
  • 10 years of experience performing technical project management for CPA’s CAPPS program.
  • 10 years of experience interpreting contractual language and holding vendors accountable.
  • 10 years of extensive knowledge/experience with data integration, data quality, and SDLC processes.
  • 10 years of experience in IT security and control practices.
  • 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher.
  • 10 years of experience with CAPPS Central production and deployment technical support.
  • 8 years of experience with IT service desk functions and ITIL framework.
  • 5 years of experience with user role segregation of duties (SoD).
  • 2 years of experience serving in a technical product role managing outsourced technical teams and overseeing a Managed Services provider.

Preferred Qualifications:

  • 10 years of experience with software and hardware management industry best practices.
  • 10 years of experience with CPA’s legacy Statewide Financial Systems production support.
  • 10 years of experience developing technical specifications for IT procurements.
