Job Description

ProSidian seeks an Operations Readiness Specialist | Oil and Gas Operations Monitoring & Lifecycle Performance Support [DOE0052052] for Program Support on an Exempt 1099 Contract. This role is primarily remote within the USA, with on-site meetings expected, supporting the U.S. Department of Energy's Loan Programs Office (LPO). The position aligns with the GSA Labor Category: Senior Consultant and requires expertise in the Energy Industry (Oil, Gas/Power, Utilities) Sector, specifically supporting risk management solutions.

Job Overview

This role provides Independent Engineering (IE) advisory services focused on Oil and Gas Operations Monitoring & Lifecycle Performance Support. You will support the transition from construction to operations, assess O&M readiness, and conduct long-term performance monitoring. Your expertise will be crucial in delivering technically defensible advisory services by converting engineering, construction, compliance, operational, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs.

Responsibilities and Duties

  • Provide Independent Engineering advisory support for the Energy Dominance Financing (EDF) Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Emphasize startup readiness, operating procedures, training, staffing, permits, and turnover.
  • Review project documentation, evaluate technical and commercial interfaces, identify risks and mitigations, and validate assumptions.
  • Support conditions precedent and disbursement readiness reviews.
  • Prepare defensible work products, including readiness matrices, training records, procedure reviews, commissioning handover, and operational acceptance evidence.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Tasks may include data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports.

Qualifications

  • Education/Experience: Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
  • Experience: 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience. Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Certifications: Relevant certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP are preferred.
  • Skills: Independent engineering review; U.S. Department of Energy (DOE) Loan Programs Office (LPO)-style documentation; technical due diligence; risk assessment; startup readiness, operating procedures, training, staffing, permits, and turnover; data room review; information request tracking; report writing; Excel-based analysis; stakeholder coordination; and clear presentation of findings.
  • Competencies: Technical judgment; independence and objectivity; analytical rigor; attention to detail; defensible documentation; client service orientation; cross-functional collaboration; issue escalation; quality mindset; schedule discipline; and ability to translate technical evidence into actionable risk, compliance, and financing implications.
