Cloud Application Technical Lead (Remote)

ECS is seeking a highly experienced and motivated Cloud Application Technical Lead to join our team remotely. This critical role supports the NIH NIAID Enabling and Advancing Technologies (NEAT) contract, focusing on cloud-related application and infrastructure migration and modernization efforts. You will be instrumental in developing, supporting, and maintaining NIH enterprise applications under the Software Engineering Branch.

Please Note: This position is contingent upon contract win.

As the NIAID NEAT Cloud Application Technical Lead, you will utilize approved development technologies to solve complex business problems, architect robust development frameworks, integrate web services, and conduct thorough code reviews.

Key Responsibilities:

Solution Architect:

  • Provide technical leadership in identifying, designing, and implementing web and mobile application standards.
  • Investigate and recommend technical alternatives.
  • Design, maintain, and implement Azure resources, including virtual networks, storage, compute instances, databases, and application services.
  • Assist stakeholders with cost-benefit analyses for on-premises vs. cloud-based solutions.
  • Create secure and scalable mobile system architectures that integrate with existing and partner applications.
  • Ensure applications are FISMA compliant and recommend/implement necessary security features to meet Federal, HHS, NIH, and NIAID requirements.
  • Evaluate and employ software tools for a 'write-once, run-anywhere' mobile development and deployment model.

Cloud Migration:

  • Offer advisory and technical support for application and infrastructure modernization efforts.
  • Architect and troubleshoot high availability and resilient solutions using methods like clustering and failover.
  • Collaborate with stakeholders and development teams to leverage cloud services (e.g., auto-scaling, serverless, micro-services, containerization).
  • Conduct proof-of-concept and pilot projects for cloud migration and modernization.
  • Assist the Software Engineering Branch (SEB) with market research on cloud platforms and tools.

Agile Delivery:

  • Collaborate with stakeholders and cross-functional teams to ensure project alignment with business objectives.
  • Prepare and present HHS Enterprise Performance Life Cycle (EPLC) stage gate deliverables and presentations.
  • Conduct and participate in formal and informal reviews throughout the EPLC lifecycle.
  • Enable Continuous Integration/Continuous Delivery (CI/CD) pipelines for web and mobile applications.
  • Ensure compliance with quality assurance standards, guidelines, and procedures.

Qualifications:

  • Bachelor's degree in Computer Science, Information Security, or a related field.
  • Minimum 10+ years of hands-on software development experience designing and developing enterprise applications using the Microsoft Tech Stack.
  • 5+ years of experience leading technical teams in Agile environments.
  • 3+ years of hands-on experience building large-scale web and mobile applications using React.
  • Experience with the .NET Platform (.NET 8) with JavaScript, React, and Vue for the front end, and Microsoft SQL Server for data storage.
  • Experience installing, configuring, and integrating custom solutions, COTS, GOTS, and FOSS into larger systems.
  • Willingness to travel within the Washington DC Metro Area and CONUS as needed.
