Job Description

The Client is seeking a Data Analyst with 11 years of experience managing data pertaining to medical, nutrition, and financial subsidies within the Client system. This role is critical for supporting the Client Program Administration, Executive Steering Committee, and Client Stakeholders, operating under the guidance of the Client Chief Data Officer.

Operational Oversight

  • Oversee the data lifecycle, defining and implementing policies and procedures for intake, storage, processing, and transmission.
  • Define and document data and terminology in a relevant glossary, ensuring clear definitions for critical data elements.
  • Develop and implement strategies to assess and maintain data quality, integrity, and reliability.
  • Coordinate cross-agency efforts to ensure compliance with record requirements, privacy, and security.
  • Provide oversight to document data issues, needs, and requirements.

Data Quality

  • Establish data quality metrics and requirements, defining acceptable values, ranges, and parameters.
  • Collaborate with the Client Data Research, Analytics, and Management team to establish procedures for detecting and correcting data quality issues.
  • Engage in ongoing evaluation of data quality, identify anomalies, and contribute to root cause analysis and corrective measures.
  • Coordinate with client program teams and stakeholders to ensure the quality and integrity of data elements (content and metadata).
  • Facilitate the creation of data standards based on business rules, security requirements, and legacy data retention.

Privacy, Security, and Risk Management

  • Establish guidelines and protocols to govern data proliferation and enforce privacy controls.
  • Compile retention, archival, and disposal requirements and ensure compliance with institutional policy and regulations.
  • Implement data curation practices to ensure data lifespan aligns with requirements.
  • Balance data protection with transparency and privacy.
  • Review agency and interagency data-related work products.
  • Coordinate cross-agency efforts to ensure data-related requirements (records, privacy, security) are met.

Policies and Procedures

  • Define policies and procedures for data access, including authorization criteria.
  • Establish controls with Client IT, Privacy, and PMO to evaluate and report breaches or vulnerabilities.
  • Monitor and analyze the application of federal, state, and local data requirements, standards, and rules.
  • Coordinate with stakeholder agencies to interpret business needs into data requirements.
  • Present findings and recommendations to Client leadership and stakeholders regarding improvements to operating practices, accountability, or transparency.
  • Other duties as assigned.

Preferred Skills

  • Knowledge of good data management principles, concepts, and practices.
  • Understanding of how to determine business data requirements, create data standards, and business rules.
  • Knowledge of human services and healthcare programs.
  • Ability to work with multiple agency stakeholders with common and unique data requirements.
  • Familiarity with public policy issues related to human services data requirements.
  • Ability to analyze complex, abstract issues logically and structurally.
  • Excellent written and oral communication skills.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Knowledge of statistics and/or research methodology.
  • Outstanding analytical and problem-solving abilities.
  • Familiarity with business information generation and analysis methods.
  • Ability to drive business, culture, and technology change in a dynamic environment.
  • Ability to develop and embed a framework for information and data governance.
  • Ability to explain digital concepts to business leaders and business concepts to technologists.
  • Demonstrated knowledge of data structure, information systems/tools, content management, and record-keeping policies.
  • Broad experience desired (not essential) in data warehousing, BI, data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, MDM, data standards, regulatory compliance, and enterprise architecture frameworks.
  • Preference for candidates with knowledge and experience with government.

Skills

  • 11+ years planning, coordinating, and monitoring project activities.
  • 11+ years leading projects, ensuring compliance with established standards/procedures.
  • Bachelor’s degree in IT or related field or equivalent experience.
  • 8+ years of experience with ETL tools - Design, Develop, Analyze.
  • 3+ years of experience with Curam software - V6 or higher (Database centric work highly desired).
  • 8+ years of proven work experience as a senior/lead data analyst for large datasets and multiple interfaces.
  • 8+ years of hands-on experience in different file transfer methodologies and file types/layouts.
  • 5+ years of experience with Tableau, dashboard design and development.
  • 4+ years of strong experience in Healthcare Data.
  • 8+ years of proven experience delivering Business Intelligence solutions.
  • 8+ years of working knowledge of writing functional, technical, and performance requirements in a software development environment.
  • 5+ years of working knowledge of Microsoft Visio for flow diagrams/process diagrams and the full MS Office Suite.
  • Highly desired: 11+ years of Systems/Software Development Life Cycle (SDLC) experience.
