About the Role:
The Director, Insurance Product Filing & Lifecycle Management leads execution across the ACA individual and small group QHP product lifecycle. You will oversee product-related regulatory filing delivery, quality assurance, and operational governance over the annual process calendar. You will translate strategy into accurate and compliant outputs across the product lifecycle, leading teams responsible for product execution and QA. This role serves as the central hub between Product, Technology, SIO, Actuarial, Operations, and External Vendors, bringing structure, discipline, and scalability to complex, multi-market filing and product implementation processes.
You will report to the Vice President, Insurance Product Innovation and Development.
Work Location: This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, Michigan, Nevada, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Texas, or Virginia. This list is subject to change.
Pay Transparency:
- California, Connecticut, New Jersey, New York, and Washington: $180,504 - $236,911 per year
- All other eligible locations: $162,453 - $213,220 per year
- Eligible for employee benefits, Oscar's unlimited vacation program, company equity grants, and annual performance bonuses.
Responsibilities:
Product Lifecycle Execution:
- Manage the insurance product execution calendar from design translation through filing, implementation, and ongoing optimization; act as the hub for department PMO activities.
- Ensure alignment between product intent, regulatory requirements, and operational outputs in partnership with the Strategic Programs Organization.
- Partner with insurance product leadership to translate strategy into relevant execution plans.
- Promote performance tracking and process improvement.
Regulatory Filing Execution:
- Implement insurance product-specific ACA filing components across Oscar’s markets.
- Oversee development of important artifacts (e.g., PBT, SOB, SBC, benefit documentation) through internal systems.
- Coordinate inputs to ensure filing readiness and timeline adherence.
- Manage responses to regulatory objections and escalations.
QA & Operational Excellence:
- Manage QA frameworks, validation processes, and quality standards for product execution and filing outputs.
- Establish execution rhythms, milestones, and governance across the lifecycle.
- Promote process standardization and continuous improvement.
- Resolve risks, dependencies, and data inconsistencies.
- Implement reporting to track progress, risks, and performance.
- Oversee production readiness and release schedules for filing outputs.
- Enforce controls (e.g., freeze windows, change governance) during critical periods.
- Manage version control standards to ensure outputs are accurate and traceable.
Vendor & Cross-Functional Leadership:
- Serve as an escalation point for vendors supporting product execution and QA, managing performance and delivery.
- Act as the central execution hub across Insurance Product and other leaders.
- Improve agreement on priorities and timelines; lead implementation forums and issue resolution.
- Support leadership with clear updates and recommendations.
People Leadership:
- Lead team members responsible for product execution and QA.
- Set priorities, performance expectations, and staffing/developmental plans.
- Build team capabilities in product execution, regulatory understanding, and operational excellence.
- Lead end-to-end regulatory QHP filing execution and ensure accurate, compliant submissions.
- Establish execution rhythms, track milestones, surface risks, and lead issue resolution.
- Support leadership decision-making with clear updates and recommendations.
- Mentor and lead associate-level execution staff.
- Ensure compliance with all applicable laws and regulations.
Requirements:
- 10+ years of experience in insurance product (IFP and Small Group) execution, regulatory filings, and related roles.
- 5+ years of experience managing people.
- 5+ years hands-on experience with health insurance regulatory filing processes, specifically ACA and state-specific regulatory filings/environments.
- 4+ years of proven experience leading complex QA and production workflows.
- 4+ years of experience understanding controls, documentation standards, and version management.
- 3+ years of experience operating in close partnership with senior leaders, supporting execution through planning, prioritization, and operating rhythm.
- 3+ years project management experience, managing complex partner calendars, forums, and meeting rhythms to ensure critical work progresses.
- 3+ years of experience managing third-party vendors.
- Willingness to travel up to 25% of the time.
