The Team
You will be joining the HQR team, responsible for maintaining and improving the software at the Centers for Medicare and Medicaid Services (CMS) that supports the Hospital Quality Reporting program. This team works to modernize systems, reduce provider burden, and minimize costs through Human-Centered Design (HCD), service design, product thinking, and skilled engineering.
About the Role
As an Engineer II, you will contribute significantly to the success of projects and products, demonstrating proficiency in key technologies and driving positive outcomes. You will be responsible for scoping, estimating, designing, and delivering medium-to-large features while actively reducing technical debt. Collaboration and adherence to team processes are key to ensuring reliable delivery.
What You Will Be Working On
Test Automation and QA Execution
- Design, develop, and maintain scalable and robust test automation frameworks and scripts.
- Write, execute, and evaluate test cases, targeting areas of highest risk, and provide testing metrics.
- Implement automated testing for various features across multiple systems to enhance efficiency and effectiveness.
- Independently develop performance, functional, behavioral, API, and 508 (as needed) test scripts using applicable tools, create test scenarios, and execute tests.
Defect Management and Quality Strategy
- Collaborate closely with software developers to identify and fix software bugs and defects.
- Assist in defining and implementing strategies for integration and system testing.
Collaboration and Stakeholder Engagement
- Collaborate with product managers, engineers, and other stakeholders to define, prioritize, and communicate QA/Testing requirements.
Agile Team Participation
- Actively participate in Agile ceremonies (stand-ups, sprint planning, retrospectives) to ensure effective communication and collaboration.
CI/CD & DevOps Integration
- Contribute to the creation of a continuous integration/continuous delivery (CI/CD) environment.
Code Quality & Architectural Alignment
- Participate in code reviews and ensure all solutions align with pre-defined architectural specifications.
Planning & Delivery Support
- Assist in the estimation, prioritization, and planning of development tasks to ensure projects are delivered on time and within budget.
Documentation & Maintenance
- Document and maintain the functionality of test cases and automation scripts.

- Ability to meet requirements for a Public Trust position, including successful completion of a US Government background investigation.

Responsibilities (Technical)
- Develop, deploy, and maintain backend applications using Java, GoLang, and Python.
- Design and implement FHIR-compliant APIs and services for healthcare data exchange.
- Build and maintain integrations with FHIR servers and healthcare data platforms.
- Support the transition from legacy data formats to FHIR-based architectures.
- Implement and maintain CI/CD pipelines using tools like Jenkins.
- Develop frontend components using Angular, HTML, and TypeScript.
- Manage database development using SQL, including performance tuning and optimization.
- Work with AWS services to build scalable and secure cloud infrastructure.
- Define and manage infrastructure using Terraform.
- Ensure data accuracy, validation, and compliance across healthcare reporting workflows.
Required Skills / Qualifications
- Experience with fully automated CI/CD pipelines from commit through production deployment.
- Strong relational database experience (e.g., PostgreSQL).
- Experience working with HL7 FHIR standards, including resources, profiles, and implementation guides.
- Experience building or integrating RESTful APIs aligned to FHIR specifications.
- Familiarity with FHIR R4 and healthcare interoperability patterns.
- Experience working with healthcare data formats (e.g., QRDA, C-CDA, claims data).
- Understanding of digital quality measurement concepts (e.g., eCQM, dQM).
- Experience with Clinical Quality Language (CQL) or measure logic execution.
- Experience working with FHIR servers (e.g., HAPI FHIR).
- Experience designing or consuming FHIR resources (e.g., Measure, MeasureReport, Patient, Encounter, Observation).
- Understanding of data validation, data quality, and regulatory reporting constraints in healthcare systems.
Desired Skills / Qualifications
- AWS Certifications.
- Experience with AWS ECS Fargate, AWS RDS, AWS S3.
- Experience with Jenkins or similar CI/CD tools.
- Experience with Databricks or modern data platforms.
- Experience implementing US-Core FHIR implementation guide in enterprise-scale systems.
- Experience working with large-scale healthcare reporting or analytics systems.
- Familiarity with CMS environments, data pipelines, or regulatory programs.
Salary Range
$108,700 - $125,300 a year
