The Role: HSE Manager | Compliance / Risk / Regulatory
ProSidian seeks a Health, Safety, and Environment (HSE) Manager to provide crucial support for the U.S. Department of Energy's Loan Programs Office (LPO) within the Energy Dominance Financing (EDF) Program. This exempt 1099 contract role is primarily remote within the USA, with expected on-site meetings. You will be instrumental in providing Independent Engineering (IE) Advisory Services, focusing on Risk, Compliance & Independent Certification Support for large-scale energy infrastructure projects.
This position aligns with the GSA Labor Category: Senior Consultant and requires a strong background in the Energy Industry (Oil, Gas/Power, Utilities).
Key Responsibilities
- Provide Independent Engineering advisory support for the EDF Program's technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
- Focus on HSE management systems, safety performance, environmental controls, and field execution risk.
- Review project documentation, evaluate technical and commercial interfaces, identify risks and mitigations, and validate assumptions.
- Support conditions precedent and disbursement readiness reviews.
- Prepare defensible work products including HSE plans, incident metrics, audits, hazard controls, and contractor safety oversight.
- Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
- Perform HSE program oversight and construction/operations safety governance.
- Deliver bankable, technically defensible Independent Engineering advisory services.
- Convert discipline-specific findings into lender-ready due diligence, monitoring, certification, and decision-support outputs.
- Provide health, safety, and environmental oversight across due diligence, construction monitoring, and operations monitoring.
- Participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports.
Qualifications
- Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
- 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
- Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
- Relevant certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP are preferred.
- Proficiency with business tools including Microsoft Office (advanced Excel, Access, Outlook, PowerPoint, Word), Adobe Acrobat, data analytics tools, and Visio.
