ProSidian seeks an Independent Engineering Director | Independent Engineering (IE) Advisory Services / Program Governance for Program Support on an Exempt 1099 Contract basis. This is a remote position (within the USA) with expected on-site meetings, located in Washington, DC / Nationwide. The role requires support for the U.S. Department of Energy (DOE) Loan Programs Office (LPO), which provides debt financing for large-scale energy infrastructure projects.

This position aligns with the GSA Labor Category: Program Manager. We are looking for candidates with relevant Energy Industry (Oil, Gas/Power, Utilities) sector experience to support professional services engagements for clients like the DOE.

Job Overview

Provide services and support as an Independent Engineering Director within the IE Advisory Services / Program Governance functional area, focusing on Risk Management solutions for clients such as the U.S. Department of Energy (DOE) | DOE Energy Dominance Financing (EDF) Program. The role involves converting engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs.

You will serve as the Overall IE technical authority and DOE/LPO-facing lead, directing the independent engineering advisory approach, coordinating technical workstreams, and ensuring priorities are met.

Responsibilities and Duties

  • Provide Independent Engineering advisory support for technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities for the EDF Program, with an emphasis on executive oversight, multidisciplinary integration, and DOE stakeholder engagement.
  • Review project documentation, evaluate technical and commercial interfaces, identify risks and mitigations, validate assumptions, and support conditions precedent and disbursement readiness reviews.
  • Prepare defensible work products, including IE governance, executive reviews, quality control, staffing strategy, and independent opinions.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • The role is based remotely within the USA, with expected on-site meetings, primarily supporting locations in Washington, DC and nationwide.

Qualifications

Desired Qualifications:

  • 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience.
  • 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs.

Education / Experience Requirements:

  • Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
  • PE, PMP, CSP, API, NACE/AMPP, PMI, or discipline-specific credentials are preferred where applicable.

Skills Required:

  • Focus on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services.
  • Independent engineering review; U.S. Department of Energy (DOE) Loan Programs Office (LPO) style documentation; technical due diligence; risk assessment; executive oversight; multidisciplinary integration; DOE stakeholder engagement; data room review; information request tracking; report writing; Excel-based analysis; stakeholder coordination; and clear presentation of findings.
