Job Overview
This role aligns with the Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support functional area, focusing on Risk Management solutions for the DOE's Energy Dominance Financing (EDF) Program. The Configuration Management Specialist will deliver technically defensible Independent Engineering advisory services by ensuring change control oversight and maintaining document configuration integrity.
Key Responsibilities
- Provide Independent Engineering advisory support for EDF Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with an emphasis on design baselines, configuration status, document control, change logs, and technical assumptions.
- Review project documentation, evaluate technical and commercial interfaces, and identify risks and mitigations.
- Validate assumptions and support conditions precedent and disbursement readiness reviews.
- Prepare defensible work products including configuration registers, revision control, baseline compliance reports, and controlled document repositories.
- Coordinate with various stakeholders (engineering, finance, legal, construction, operations, environmental, HSE, project controls) to support timely decision-making.
- Participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports.
Requirements & Qualifications
- Education: Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or a related field. Relevant certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP are preferred.
- Experience: 3-7 years of relevant technical, analytical, project controls, configuration, finance, or energy infrastructure support experience. DOE/LPO or federal energy program exposure is preferred.
