The Opportunity:
ProSidian seeks an experienced Pipeline Engineer (Oil & Gas) for a 1099 Exempt contract position to support the U.S. Department of Energy (DOE) Loan Programs Office (LPO). This role is crucial for providing Independent Engineering (IE) advisory services, focusing on Technical Due Diligence & Engineering Validation for downstream oil & gas, midstream, and pipeline projects. The position is primarily remote within the USA, with potential for on-site meetings in Washington, DC, or at project sites nationwide.

Key Responsibilities:

  • Provide Independent Engineering (IE) advisory support for the DOE Energy Dominance Financing (EDF) Program, emphasizing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Focus on pipeline routing, hydraulics, materials, integrity, constructability, safety, and operations.
  • Conduct in-depth reviews of project documentation, assess technical and commercial interfaces, and identify key risks and mitigation strategies.
  • Validate project assumptions and support conditions precedent and disbursement readiness reviews.
  • Prepare comprehensive and defensible work products, including pipeline design reviews, hydraulic calculations, route assessments, integrity data analysis, and regulatory readiness summaries.
  • Collaborate effectively with cross-functional teams including engineering, finance, legal, construction, operations, environmental, HSE, and project controls.
  • Support timely decision-making for lenders and the DOE.
  • Participate in data room reviews, borrower/contractor interviews, site observations, and monthly monitoring meetings.
  • Contribute to risk register updates, CP evidence reviews, draw package checks, and the preparation of Independent Engineer reports.

Qualifications:

  • Bachelor's degree in engineering (e.g., Petroleum, Mechanical, Civil, Chemical, Environmental) or a related technical field. Professional Engineer (PE), PMP, CSP, or other relevant discipline-specific credentials are a plus.
  • 10+ years of relevant experience in engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory.
  • Demonstrated experience with oil and gas, power, utilities, or large-scale infrastructure projects, preferably for owners, lenders, independent engineers, or federal clients.
  • Proficiency in independent engineering review, technical due diligence, and risk assessment specific to pipeline systems.
  • Strong understanding of pipeline engineering principles, including design, hydraulics, materials, integrity management, and operational considerations.
  • Skilled in data room review, information request tracking, report writing, Excel-based analysis, and stakeholder coordination.
  • Excellent technical judgment, analytical rigor, attention to detail, and the ability to clearly present findings.
  • Proficiency with Microsoft Office Suite (Excel, Access, Outlook, PowerPoint, Word), Adobe Acrobat, and data analytics tools.

  • This role is integral to the DOE EDF Program, supporting the LPO's mission to finance large-scale U.S. energy infrastructure projects.
