The Opportunity:
ProSidian is actively seeking a Production Performance Analyst for a 1099 Exempt contract position to support the U.S. Department of Energy (DOE) Loan Programs Office (LPO). This role focuses on Oil and Gas Operations Monitoring & Lifecycle Performance Support, providing essential Independent Engineering (IE) advisory services for energy infrastructure projects. The position is primarily remote within the USA, with the expectation of occasional on-site meetings in Washington, DC, or at project sites nationwide.

Key Responsibilities:

  • Provide Independent Engineering (IE) advisory support for the DOE Energy Dominance Financing (EDF) Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Emphasize production assumptions, output forecasts, efficiency, yield, and overall operational performance.
  • Review project documentation and evaluate technical and commercial interfaces.
  • Identify operational risks and their mitigation strategies, and validate performance assumptions.
  • Support conditions precedent and disbursement readiness reviews where applicable.
  • Develop defensible work products, including production datasets, trend analyses, variance explanations, forecast updates, and performance summaries.
  • Collaborate with a diverse range of stakeholders, including engineering, finance, legal, construction, operations, environmental, HSE, and project controls teams.
  • Facilitate timely decision-making for lenders and the DOE.
  • Participate in data room reviews, borrower/contractor interviews, site observations, and monthly monitoring meetings.
  • Assist with risk register updates, CP evidence reviews, draw package checks, and the preparation of Independent Engineer reports.

Qualifications:

  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or a related field. Relevant certifications (PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, PMI-RMP) are preferred.
  • 3-7 years of relevant technical, analytical, project controls, configuration, finance, or energy infrastructure support experience.
  • Prior exposure to DOE/LPO or federal energy programs is preferred.
  • Proficiency in independent engineering review, technical due diligence, and risk assessment related to oil and gas operations.
  • Strong analytical skills to interpret production metrics, throughput, downtime, availability, and performance trends.
  • Skilled in data room review, information request tracking, report writing, Excel-based analysis, and stakeholder coordination.
  • Excellent technical judgment, attention to detail, and the ability to clearly present complex findings.
  • Proficiency with Microsoft Office Suite (Excel, Access, Outlook, PowerPoint, Word), Adobe Acrobat, and data analytics tools.

  • This role is part of the DOE EDF Program, supporting the LPO's mission to provide financing for significant U.S. energy infrastructure.
  • The scope covers various energy projects, including upstream, midstream, and downstream oil & gas, as well as power & utilities.
