About the Role
ProSidian is seeking an experienced Completion Engineer to provide critical Program Support for the U.S. Department of Energy's Loan Programs Office (LPO). This is an Exempt 1099 Contract position with no overtime pay, offering a remote work arrangement within the USA, though on-site meetings will be expected. The role is based within the CONUS, supporting projects nationwide, with a primary focus on Washington, DC.
As a Senior Consultant (GSA Labor Category), you will be aligned with the Technical Due Diligence & Engineering Validation for Upstream Oil & Gas (Exploration / Production) functional area. You will deliver technically defensible Independent Engineering (IE) advisory services, focusing on risk management solutions for energy infrastructure projects.
Key Responsibilities
- Provide Independent Engineering advisory support for the Energy Dominance Financing (EDF) Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
- Emphasize well completions, stimulation, production readiness, and completion design risks.
- Review project documentation, evaluate technical and commercial interfaces, and identify risks and mitigations.
- Validate assumptions and support conditions precedent and disbursement readiness reviews.
- Prepare defensible work products, including completion designs, stimulation programs, well test data, cost estimates, and completion risk assessments.
- Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to facilitate timely decision-making.
- Participate in data room reviews, borrower/contractor interviews, site observations, and monthly monitoring meetings.
- Track issue closure and prepare Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
Qualifications and Skills
- Education: Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
- Experience: 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience. Demonstrated experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
- Credentials: PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials are preferred.
- Skills:
- Independent engineering review
- Technical due diligence and risk assessment
- Expertise in well completions, stimulation, production readiness, and completion design risks
- Data room review and information request tracking
- Report writing and Excel-based analysis
- Stakeholder coordination and clear presentation of findings
- Competencies: Technical judgment, independence, objectivity, analytical rigor, attention to detail, defensible documentation, client service orientation, cross-functional collaboration, issue escalation, quality mindset, schedule discipline, and the ability to translate technical evidence into actionable risk, compliance, and financing implications.
Business Tools Proficiency
