About the Role

ProSidian is seeking a skilled Mechanical Engineer to support the U.S. Department of Energy's Loan Programs Office (LPO) through its Energy Dominance Financing (EDF) Program. This Exempt 1099 Contract position offers remote work flexibility within the USA, with the expectation of on-site meetings as needed. The role is primarily located within the CONUS, with support extending nationwide, particularly in the Washington, DC area.

As a Senior Consultant, you will operate within the Technical Due Diligence & Engineering Validation for Downstream Oil & Gas / Midstream / Pipelines functional area. Your primary focus will be on providing Independent Engineering (IE) advisory services, emphasizing risk management solutions for large-scale energy infrastructure projects financed by the DOE.

Key Responsibilities

  • Deliver Independent Engineering advisory support for the EDF Program, encompassing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Focus on mechanical equipment, rotating/static assets, pressure systems, and mechanical reliability.
  • Conduct thorough reviews of project documentation and evaluate technical and commercial interfaces.
  • Identify and assess project risks and propose mitigation strategies.
  • Validate project assumptions and support conditions precedent and disbursement readiness reviews.
  • Develop comprehensive work products, including equipment datasheets, inspection records, mechanical integrity reviews, performance data, and failure analysis reports.
  • Collaborate effectively with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to ensure timely and informed decision-making by lenders and the DOE.
  • Engage in data room reviews, borrower/contractor interviews, site observations, and monthly monitoring meetings.
  • Manage issue closure tracking and prepare detailed Independent Engineer reports for various stakeholders.

Qualifications and Skills

  • Education: Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
  • Experience: A minimum of 10 years of relevant experience in engineering, construction, operations, compliance, risk management, finance, or energy infrastructure advisory. Proven track record working on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Credentials: Professional Engineer (PE), Project Management Professional (PMP), Certified Safety Professional (CSP), API, NACE/AMPP, PMI, or other relevant discipline-specific credentials are advantageous.
  • Skills:
  • Proficiency in independent engineering review.
  • Expertise in technical due diligence and risk assessment.
  • Strong understanding of mechanical equipment, rotating/static assets, pressure systems, and mechanical reliability.
  • Experience with data room reviews and information request tracking.
  • Excellent report writing and Excel-based analytical skills.
  • Effective stakeholder coordination and communication.
  • Competencies: Possess strong technical judgment, independence, objectivity, analytical rigor, meticulous attention to detail, ability to produce defensible documentation, client service orientation, cross-functional collaboration skills, effective issue escalation, a quality-focused mindset, schedule discipline, and the capability to translate technical findings into actionable risk, compliance, and financing insights.

Business Tools Proficiency

  • Advanced skills in Microsoft Excel, Access, Outlook, PowerPoint, and Word.
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Demonstrated ability to rapidly acquire proficiency with new business tools.
