About the Role

ProSidian is seeking a seasoned Lender's Engineer to provide crucial Program Support to the U.S. Department of Energy's Loan Programs Office (LPO) as part of the Energy Dominance Financing (EDF) Program. This is an Exempt 1099 Contract position with no overtime pay, offering a remote work arrangement within the USA, though on-site meetings will be required. The role is based within the CONUS, supporting projects nationwide, with a significant presence in Washington, DC.

As a Senior Consultant (aligned with GSA Labor Category: Senior Consultant II), you will operate within the Project Finance & Credit Evaluation Support functional area. Your role is central to delivering bankable, technically defensible Independent Engineering (IE) advisory services, directly informing loan underwriting, technical due diligence, credit evaluation, and financing decisions.

Key Responsibilities

  • Provide Independent Engineering advisory support for the EDF Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Specialize in independent lender technical advisory, due diligence, monitoring, certification, and lender protections.
  • Review project documentation, assess technical and commercial interfaces, and identify key risks and mitigation strategies.
  • Validate assumptions and provide support for conditions precedent and disbursement readiness reviews.
  • Develop robust work products, including independent engineer reports, draw certifications, technical risk summaries, CP validation reports, and completion certifications.
  • Collaborate closely with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to facilitate informed lender and DOE decision-making.
  • Participate in data room reviews, borrower/contractor interviews, site observations, and monthly monitoring meetings.
  • Manage issue closure tracking and prepare comprehensive Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.

Qualifications and Skills

  • Education: Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
  • Experience: Minimum of 10 years of relevant experience in engineering, construction, operations, compliance, risk management, finance, or energy infrastructure advisory. Must have demonstrated experience with oil and gas, power, utilities, or large-scale infrastructure projects, serving owners, lenders, independent engineers, or federal clients.
  • Credentials: PE, PMP, CSP, API, NACE/AMPP, PMI, or other relevant discipline-specific credentials are preferred.
  • Skills:
  • Expertise in independent engineering review.
  • Proficiency in U.S. Department of Energy (DOE) Loan Programs Office (LPO) style documentation.
  • Strong capabilities in technical due diligence and risk assessment.
  • Specialized knowledge in independent lender technical advisory, due diligence, monitoring, certification, and lender protections.
  • Experience with data room reviews and information request tracking.
  • Excellent report writing and Excel-based analytical skills.
  • Effective stakeholder coordination and clear presentation of findings.
  • Competencies: Possess strong technical judgment, independence, objectivity, analytical rigor, meticulous attention to detail, ability to produce defensible documentation, client service orientation, cross-functional collaboration skills, effective issue escalation, a quality-focused mindset, schedule discipline, and the capability to translate technical evidence into actionable risk, compliance, and financing implications.

Business Tools Proficiency

  • Advanced proficiency with Microsoft Excel, Access, Outlook, PowerPoint, and Word.
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn and adapt to new business tools.

Additional Information

  • This role supports NAICS 541330 (Engineering Services) for the Energy Dominance Financing (EDF) Program/Loan Programs Office (LPO) energy infrastructure financing.
  • All outputs must be independent, traceable to source evidence, suitable for lender review, and aligned with technical due diligence, construction monitoring, EPC oversight, completion certification, operations monitoring, and long-term debt-service viability assessment needs.
