Job Overview
This role is aligned with the GSA Labor Category: Senior Consultant. You will provide Independent Engineering (IE) Advisory Services, focusing on Technical Due Diligence & Engineering Validation for the Downstream Oil & Gas / Midstream / Pipelines sector. This position supports the U.S. Department of Energy's Loan Programs Office (LPO) through the Energy Dominance Financing (EDF) Program, which provides debt financing for high-impact energy infrastructure projects. Your expertise will be crucial in risk management solutions and ensuring the technical and financial viability of these projects.
Key Responsibilities
- Provide Independent Engineering advisory support for technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities for the EDF Program.
- Specialize in instrumentation, control systems, automation, SIS, and operational monitoring.
- Review project documentation, evaluate technical and commercial interfaces, and identify risks and mitigations.
- Validate assumptions and support conditions precedent and disbursement readiness reviews.
- Prepare defensible work products including I&C drawings, control narratives, instrument indexes, loop checks, and automation readiness reviews.
- Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to facilitate timely lender and DOE decision-making.
- Participate in data room reviews, borrower/contractor interviews, site observations, monitoring meetings, and report preparation.
Qualifications
- Education: Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
- Experience: 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience. Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
- Credentials (Preferred): PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials.
