Job Overview

As a Midstream Infrastructure Engineer, you will deliver Independent Engineering (IE) advisory services, focusing on Technical Due Diligence & Engineering Validation within the Downstream Oil & Gas / Midstream / Pipelines sector. You will support the U.S. Department of Energy's Loan Programs Office (LPO) via the Energy Dominance Financing (EDF) Program, which facilitates debt financing for significant energy infrastructure projects in the U.S. Your role will be instrumental in risk management and providing technically defensible advisory services.

Key Responsibilities

  • Provide Independent Engineering advisory support for the EDF Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Specialize in midstream gathering, processing, compression, storage, and transportation systems.
  • Review project documentation, assess technical and commercial aspects, and identify potential risks and mitigation strategies.
  • Validate project assumptions and assist with conditions precedent and disbursement readiness reviews.
  • Develop comprehensive work products, including facility reviews, flow assurance analyses, capacity assessments, equipment evaluations, and operational readiness reports.
  • Collaborate effectively with engineering, finance, legal, construction, operations, environmental, HSE, and project controls teams to ensure informed decision-making by lenders and the DOE.
  • Engage in data room reviews, conduct interviews with borrowers and contractors, perform site observations, and participate in monitoring meetings.

Qualifications

  • Education: Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
  • Experience: 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience. Proven track record working on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Credentials (Preferred): PE, PMP, CSP, API, NACE/AMPP, PMI, or other relevant discipline-specific credentials.

Required Skills
