Job Overview
This role aligns with the GSA Labor Category: Junior Consultant. You will provide Independent Engineering (IE) Advisory Services, focusing on Risk, Compliance & Independent Certification Support within the Energy Industry. This position supports the U.S. Department of Energy's Loan Programs Office (LPO) and its Energy Dominance Financing (EDF) Program, which provides debt financing for large-scale energy infrastructure projects. Your primary function will be to support management and financial consulting, acquisition, and project management services by ensuring contract compliance and operational integrity.
Key Responsibilities
- Provide Independent Engineering advisory support for the EDF Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
- Specialize in contract requirements, EPC obligations, loan agreement conditions, and technical commitments.
- Review project documentation, evaluate technical and commercial interfaces, identify risks and mitigations, and validate assumptions.
- Support conditions precedent and disbursement readiness reviews.
- Prepare defensible work products including compliance matrices, contract clause traceability, deliverable tracking, and exceptions reporting.
- Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to facilitate timely lender and DOE decision-making.
- Participate in data room reviews, conduct stakeholder interviews, perform site observations, and assist in preparing Independent Engineer reports.
Qualifications
- Education: Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
- Experience: 3-7 years of relevant technical, analytical, project controls, configuration, finance, or energy infrastructure support experience. Prior exposure to DOE/LPO or federal energy programs is preferred.
- Credentials (Preferred): PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, PMI-RMP, or similar relevant certifications.
