Job Overview

This role aligns with the GSA Labor Category: Senior Consultant. You will provide Independent Engineering (IE) Advisory Services, focusing on Project Finance & Credit Evaluation Support within the Energy Industry. This position supports the U.S. Department of Energy's Loan Programs Office (LPO) through the Energy Dominance Financing (EDF) Program, which provides debt financing for large-scale energy infrastructure projects in the United States. Your core responsibility will be to assess integrated technical and financial risks, providing robust support for project bankability and creditworthiness.

Key Responsibilities

  • Provide Independent Engineering advisory support for the EDF Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Specialize in energy infrastructure risk, project bankability, technical-financial interfaces, and lifecycle exposure assessment.
  • Review project documentation, evaluate technical and commercial interfaces, and identify risks and necessary mitigations.
  • Validate project assumptions and support conditions precedent and disbursement readiness reviews.
  • Prepare defensible work products such as risk models, infrastructure risk reports, mitigation plans, and lender due diligence inputs.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Participate in data room reviews, conduct stakeholder interviews, perform site observations, and assist in preparing Independent Engineer reports.

Qualifications

  • Education: Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
  • Experience: 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience. Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Credentials (Preferred): PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, PMI-RMP, or relevant discipline-specific credentials.
