Job Overview: Pipeline Systems Engineer (Oil & Gas) | Technical Execution / Independent Engineering

This position involves providing Independent Engineering (IE) advisory services as a Pipeline Systems Engineer specializing in the Oil & Gas sector. The role focuses on Technical Execution and Independent Engineering within the U.S. Department of Energy (DOE) Loan Programs Office (LPO) Energy Dominance Financing (EDF) Program. You will be instrumental in evaluating and supporting debt financing for large-scale U.S. energy infrastructure projects, specifically pipelines. The work requires rigorous analysis of pipeline design, integrity, operations, and regulatory compliance to deliver bankable, technically defensible advisory services.

Key Responsibilities & Duties

  • Independent Engineering Support: Provide advisory services for the EDF Program, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities related to pipeline systems.
  • Pipeline Systems Expertise: Evaluate pipeline design, routing, hydraulics, integrity, operations, and regulatory readiness.
  • Technical Analysis: Assess pipeline system design, transportation capacity, integrity management programs, constructability, operational readiness, operability, safety performance, and lifecycle reliability.
  • Deliverable Preparation: Produce defensible work products, including system models, hydraulic studies, integrity plans, operating envelope reviews, and lifecycle performance reports.
  • Risk Assessment: Identify and mitigate risks associated with pipeline projects.
  • Stakeholder Coordination: Collaborate with engineering, finance, legal, construction, operations, HSE, and project controls teams to support lender and DOE decision-making.
  • Location: Remote work within the USA with expected on-site meetings nationwide.

Qualifications

  • Experience: 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience, with demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Education: Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
  • Credentials: PE, PMP, CSP, API, NACE/AMPP, PMI, or discipline-specific credentials are preferred.
