About the Role
This role serves as a Lead Professional Engineer within the Technical Execution / Independent Engineering functional area, supporting the U.S. Department of Energy's Loan Programs Office (LPO) and its Energy Dominance Financing (EDF) Program. You will provide critical Independent Engineering (IE) advisory services, focusing on risk management solutions for large-scale energy infrastructure projects. Your expertise will be crucial in converting technical findings into lender-ready due diligence, monitoring, certification, and decision-support outputs, ensuring the technical and financial viability of significant national energy projects.
Responsibilities and Duties
- Provide Independent Engineering advisory support for EDF Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
- Lead professional engineering judgment, technical certification oversight, multidisciplinary review, and assurance.
- Review project documentation, evaluate technical and commercial interfaces, and identify risks and mitigations.
- Validate assumptions and support conditions precedent and disbursement readiness reviews.
- Prepare sealed technical opinions, discipline review records, QA sign-offs, and engineering assurance reports.
- Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
- Participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, and risk register updates.
- Track issue closure and prepare Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
Qualifications
- Experience: 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience. 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs.
- Education: Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field.
- Credentials: PE, PMP, CSP, API, NACE/AMPP, PMI, or discipline-specific credentials preferred.
